Either it’s breathless enthusiasm from people who’ve never had to explain a breach to a regulator at 2am, or it’s fear-mongering from vendors trying to sell you their latest platform.

Neither helps you do your actual job.

So let’s skip the theatre. This guide is written CISO to CISO. It’s what I’d tell you over coffee if we had an hour — the real framework, the hard lessons, and the specific things I’d do in your seat right now.

Why AI Governance Is the Most Important Fight of Your Career

Here’s the uncomfortable truth: the business has already made the decision to adopt AI. That ship sailed. Your developers are using GitHub Copilot. Your marketing team is running campaigns built on ChatGPT. Your finance team is experimenting with AI-generated forecasts. And somewhere in your organisation right now, someone is pasting customer data into a public LLM to “work more efficiently.”

You didn’t authorise any of it. But it’s happening.

That’s not a failure of security. That’s human nature meeting a genuinely transformative technology. And your job — our job — is not to lock the doors. It’s to build the highway so people can drive fast without driving off a cliff.

The stakes are real. AI adoption has expanded the enterprise attack surface more dramatically than cloud migration did, and we weren’t fully prepared for that either. The difference is that AI introduces risks we’ve never dealt with before: model poisoning, prompt injection, data leakage through inference, synthetic identity fraud, and autonomous agents making decisions at machine speed with no human in the loop.

Traditional security frameworks weren’t built for this. Which means if you’re trying to govern AI with your existing policies and tools alone, you’re already behind.

Before You Build Anything: Get Honest About Where You Are

Before you design a governance framework, you need an honest picture of your current AI landscape. Not the sanitised version you’d present to the board. The real one.

In my experience, most organisations wildly underestimate their AI exposure. I’ve walked into environments where the official AI inventory was three tools, and within two weeks of proper discovery we’d identified over forty active AI integrations — most of them unsanctioned, many of them processing sensitive data.

Start with these three questions:

What AI tools are actually in use? Forget the approved list. Pull your CASB logs. Look at outbound API calls. Check browser extensions across your estate. You’re looking for calls to OpenAI, Anthropic, Google Gemini, Cohere, Hugging Face, and the dozens of SaaS tools that have quietly bolted AI onto existing products you already approved. Your CRM probably has AI features now. Your HR platform almost certainly does.

What data is flowing into these tools? This is the question that keeps me up at night. Not the question of whether AI is being used, but what’s being fed into it. Customer PII. Proprietary code. Legal contracts. Financial projections. M&A strategy. I’ve seen all of it flow into public models. Once it’s in, you have no visibility into how it’s stored, retained, or potentially surfaced to other users.

Who owns the risk? In most organisations, the honest answer is nobody. The data science team thinks security owns it. Security thinks the data team owns it. The business unit thinks IT owns it. This ambiguity is your first governance problem to solve, and it needs to be solved before you write a single policy.

The Three Pillars of AI Governance

Once you have a clear picture of your landscape, you need a framework. I organise AI governance around three pillars. They’re not complicated. But executing them requires discipline, cross-functional relationships, and a willingness to have some difficult conversations.

Pillar 1: Data Governance in the AI Era

AI is only as good as the data that feeds it. And if your data governance is weak — unclear classification, poor access controls, inconsistent retention policies — your AI governance will be weaker still, because AI amplifies every data problem you already have.

Extend your existing data classification to AI workloads. Most organisations have a data classification scheme. The problem is it was designed for storage and transmission, not for AI training and inference. You need to explicitly include AI use as a classification criterion. What data can be used to train internal models? What can be sent to third-party APIs? What is completely off-limits regardless of the use case?

This isn’t theoretical. When your data science team wants to fine-tune a model on customer support transcripts, you need a clear policy that answers: can they? Which transcripts? With what anonymisation applied? Approved through what process? Without this, the answer defaults to “yes” because nobody explicitly said “no.”

Enforce least privilege ruthlessly — especially for data scientists. There’s a cultural challenge here. Data scientists are used to having broad data access. It’s part of how they work. And they’ll push back when you start restricting it. My advice: frame it as risk management for them, not just for you. If a data scientist trains a model on data they shouldn’t have accessed, they personally carry regulatory and professional exposure. That tends to get attention.

Implement just-in-time access for AI training datasets. Access is granted for a specific project, with a defined scope and expiration date. It gets audited. This also gives you an audit trail if something goes wrong — and something will eventually go wrong.

Mandate privacy-preserving techniques for sensitive training data. If your organisation is training models on sensitive data — medical records, financial transactions, personally identifiable information — then differential privacy, federated learning, and data anonymisation aren’t optional nice-to-haves. They’re the baseline. Yes, they add complexity. Yes, they affect model performance at the margins. That’s the cost of doing this responsibly.

One thing I’ve found effective: work with your data science team to create a pre-approved data catalogue for AI use. These are datasets that have been reviewed, classified, anonymised where necessary, and cleared for use in AI workloads. This speeds up legitimate projects and reduces the temptation to take shortcuts.

  1. Extend Data Classification: Apply your existing classification scheme to all AI data.
  2. Enforce Least Privilege: Just because a data scientist wants access to all customer data doesn’t mean they need it.
  3. Mandate Privacy-Preserving Techniques: Use differential privacy, homomorphic encryption, or federated learning for sensitive AI training data.

Pillar 2: Model Governance and Security

Here’s where most AI governance frameworks go thin. They focus heavily on data — which is right — but almost completely ignore the model itself as an attack surface. This is a significant blind spot.

Build and maintain an AI model inventory. You maintain an asset inventory for your infrastructure. You need the same for your AI models. Every model in production — whether internally built or sourced from a third party — should have a record that includes: what it does, what data it was trained on, who owns it, what risk tier it sits in, when it was last reviewed, and what monitoring is in place.

This sounds basic. Most organisations don’t have it. When I ask security teams to show me their model inventory, I usually get a spreadsheet with three entries, maintained by someone who left six months ago.

Extend your third-party risk management to AI/ML supply chain. If you’re using TensorFlow, PyTorch, Hugging Face models, or any of the hundreds of open-source AI components that have become standard building blocks — you have a supply chain risk problem that your existing TPRM programme probably isn’t designed to handle.

Malicious or compromised model weights are a real threat vector. Backdoored models — trained to behave normally until triggered by a specific input — are not theoretical. They’ve been demonstrated in research settings and the capability is increasingly accessible. Your TPRM process needs to include model provenance validation, not just vendor questionnaires.

Make adversarial testing a standard part of your security programme. You pen test your applications. You red team your infrastructure. You need to do the equivalent for your AI models. This means testing for model inversion attacks — where an adversary reconstructs training data from the model’s outputs. It means testing for membership inference — determining whether a specific individual’s data was used in training. It means testing for evasion attacks — crafting inputs specifically designed to fool the model into making wrong decisions.

This is a relatively new capability and your existing security team may not have it in-house. That’s fine. Build it through training, hire for it, or bring in specialists for initial assessments while you develop internal capability. But don’t skip it because it’s unfamiliar.

Governance for foundation models and third-party APIs deserves special attention. When you’re calling the OpenAI API or running a model from Anthropic or Google, you’re essentially outsourcing a compute function to a third party and sending your data to do it. Your legal and security teams need to have reviewed those API terms of service — specifically around data retention, training use, and breach notification — before any business-critical workload runs through them.

I’ve reviewed enterprise agreements with major AI providers where the default terms allowed the provider to use submitted data for model improvement. The enterprise had been sending customer support tickets through the API for six months before legal read the contract. That conversation was not enjoyable.

Pillar 3: Deployment Governance and Responsible AI

You’ve governed the data. You’ve secured the model. Now you need to govern how AI is deployed and used in practice — which is where theory meets the chaos of actual enterprise operations.

Your Acceptable Use Policy needs to be rewritten for the AI era. Most AUPs were written when AI meant spam filters and recommendation engines. They don’t address what happens when an employee asks an AI tool to draft a legal contract, generate code for a production system, make a customer-facing recommendation, or summarise a confidential document. Write the policy that covers these scenarios explicitly. Make it human. Make it practical. Make it something people will actually read.

The most effective AI AUPs I’ve seen focus on use cases rather than tools. Instead of listing approved and banned platforms — which gets outdated immediately — they define what categories of work can and can’t involve AI assistance, and what oversight is required for each. High-stakes decisions that affect customers or carry regulatory weight need a human in the loop. Always. That’s not a technology question. That’s a governance principle.

Think of AI monitoring as a SIEM for your models. You monitor your infrastructure for anomalous behaviour. You need to do the same for your AI systems. This means monitoring inputs for prompt injection attempts — adversarial instructions embedded in user inputs designed to make the model behave in unintended ways. It means monitoring outputs for data leakage, bias, hallucination at scale, and misuse. It means tracking model drift — the gradual degradation in model behaviour that happens when the real world diverges from training data.

This doesn’t require a completely new toolset. Many of your existing monitoring capabilities can be extended. But you need to consciously design the monitoring strategy for each AI workload, not treat it as an afterthought.

Update your incident response plan before you need it. AI-specific incidents look different from traditional security incidents. A compromised model may have been quietly misbehaving for months before anyone noticed. A prompt injection attack might not trigger any of your traditional detection logic. A data leakage event through model inference might not show up in your DLP tooling at all.

Your IR plan needs tabletop exercises that specifically cover AI scenarios. What do you do when you discover a model has been leaking training data through its outputs? What’s the process when an AI agent takes an autonomous action that causes business harm? Who has authority to shut down an AI system mid-operation, and what’s the process? These are not questions you want to answer for the first time during an incident.

Building Cross-Functional Buy-In: The Part Nobody Talks About

Technical governance frameworks fail when they exist only inside the security function. AI governance has to be a shared responsibility — and as CISO, you’re the person who needs to build that coalition.

With the data science and engineering teams: Your relationship with these teams will define whether AI governance works or becomes security theatre. If they experience you as a blocker, they’ll route around you. If they experience you as an enabler who makes their work safer and faster, they’ll bring you in early. Invest in this relationship before you need it. Attend their sprint reviews. Understand their stack. Offer your threat modelling expertise as a service rather than imposing it as a checkpoint.

With the business units: The business doesn’t care about prompt injection. They care about moving fast, delighting customers, and hitting their numbers. Your job is to translate AI risks into business language. Don’t say “model inversion attack.” Say “a competitor could reconstruct our proprietary customer data from a model we deployed publicly.” Don’t say “data leakage through inference.” Say “our confidential pricing strategy could be exposed through the AI tool our sales team uses.” Make it real. Make it their problem, not just yours.

With the board: You need to get AI governance onto the board agenda as a standing item, not a one-off presentation. The board needs to understand that AI risk is now a fiduciary responsibility. In 2026, a board that claims ignorance of AI risk is not protected — they’re exposed. Frame AI governance as competitive advantage: organisations that govern AI well will move faster and more confidently than those that don’t, because they’ll avoid the catastrophic setbacks that come from ungoverned adoption.

The Five Things I’d Do In Your Seat This Week

Enough strategy. Here’s what I’d actually do if I were starting AI governance from scratch right now.

First, run a Shadow AI discovery exercise. Before you govern anything, know what you’re governing. Give yourself two weeks. Pull the CASB data. Talk to the business units. You’ll be surprised — and probably alarmed — by what you find.

Second, stand up an AI Risk Register. It doesn’t have to be perfect. It has to exist. Start documenting every AI workload you’ve discovered: what it does, what data it touches, who owns it, and what the top three risks are. This becomes the foundation for everything else.

Third, pick your three highest-risk AI use cases and focus your governance effort there first. Don’t try to boil the ocean. The AI tool your HR team uses to screen CVs carries a completely different risk profile than the internal chatbot your IT team built. Triage. Focus. Ship something that works rather than designing something perfect.

Fourth, schedule a meeting with your Chief Data Officer and General Counsel this week. AI governance spans legal, privacy, data, and security. If you’re trying to do it alone inside the security function, you’ll fail. You need those relationships and you need them now.

Fifth, write the one-pager for the CEO. Not the technical document. The business-language summary that answers: what are we doing with AI, what are the top three risks, what are we doing about them, and what do we need from the business to do it well. Get it in front of the CEO before the board asks for it.

The CISOs who get this right won’t be the ones who built the most comprehensive framework or bought the most sophisticated tools. They’ll be the ones who built genuine cross-functional relationships, maintained honest visibility into what was actually happening in their organisations, and had the courage to have difficult conversations early — before they became crisis conversations.

That’s always been the job. AI just makes it more urgent.
